The applicant, Builders Express, planned to build a new store on Marine Drive in Margate. According to the town planning controls for the Hibiscus Coast Scheme, there was a shortfall in parking on the site.
In lieu of the fact that the proposed development would have a shortfall of parking bays, a Parking Relaxation Motivation Report was prepared by Jinyela (Pty) Ltd, as registered traffic engineering professionals, to motivate for a relaxation in the number of on-site parking bays required for this proposed development.
As part of the parking relaxation report, Jinyela Consulting Engineers assessed the following:
- Accessibility of the site by private or public transport
- Availability of off-street parking in the vicinity of the site
- The socio-economic structure and density of the population which the development serves;
- The size and nature of the proposed development on the site
The likelihood of reduction in parking provision causing injury to the amenity of the area in which it is or will be situated including traffic and parking difficulties
